The Research Agenda builds on the foundation established in Phase 1 by advancing from identifying gaps to prioritizing actionable research needs in K–12 digital learning. Through nationwide focus groups and extensive community input, DLAC synthesized key questions that reflect the field’s most urgent challenges — from equitable access and instructional quality to policy alignment and the impact of emerging technologies. Phase 2 highlights where collaboration between researchers and practitioners can have the greatest influence, providing a clear framework to guide future studies, inform funding decisions, and strengthen evidence-based digital learning practices. This phase marks an important step toward uniting innovation and inquiry to ensure research keeps pace with the realities of modern classrooms.
